In a new critical analysis, Andreas Umland, a renowned expert on Ukraine, and two colleagues claim that the cognitive failure of Western politicians and opinion makers to grasp Vladimir Putin’s goals and methods in Ukraine led to weak policies by the West that only encouraged Putin to invade.
